... right in front of us. It is not deterred by yelling or barking dogs. It attacks and kills and then flies off with the carcass in a matter of seconds. Argh! It even took one of our larger ducks.

I have a small game license for coyotes,etc. But I gather you can't get a licence for Bald Eagle. Even if it is a meany-head-poo-poo.

You may have to put a net over your birds. I am pretty sure that it is illegal to shoot them.
