We're a couple of weeks along with using the pinless peepers, and to a good extent they are working. The girls will still pick on whoever is dust bathing at the time. It's like they line up for a free lunch. Feathers are starting to grow back on them now, but it is a slow process. We are simply hoping that the peepers can break the habit in the long run. For now, it is much better than it has been.
I don't think there is any perfect way to eliminate feather picking and pecking. You have to keep trying to see what works with your birds. Each flock is different in both it's dynamics and breed makeup.
