Bantam sized not bantam hens...

I wasn't really sure where else to post this since I don't feel like it fits in anywhere. But, I wanted to finally ask about 2 hens that I hatched out last summer. They're just about full-grown and there's no way they are genetically bantams since their parents weren't a mixed standard & bantam flock... But they're barely the size of my bantam silkies. Could it have been a developmental problem or an incubation problem? I think it's really interesting since they're my two favorites. Peri(short for Periwinkle) is named for her blue/gold partridge coloring, and Tiny is named for being... well, tiny, especially since she's half the size of my other BLR hen and only about 1/4 the size of my BLR roo.
