Banty rooster has bright red skin; what causes this?

My banty rooster is 2-3 years old. He's had this bright red skin, almost as bright as his comb for over a year. It's on his belly (?), sorry don't know chicken terms. Anyway, I've seen other places like around the edge of his wing. He's very healthy and gets DE dips regulary. I even gave him a flea shampoo at one point. I don't think he has mites. Does anyone know what causes this? I have a video of him floating in the (dog) pool and you can see it.

 
Not sure why he would have bare spots like that, but the red skin is from exposure. It doesn`t hurt, it isn`t inflamed, it`s not lice/mites, and it isn`t bad for any reason. It`s just exposure and any exposed chicken skin will turn bright red like their combs...........Pop
 
OK, well I had no idea and that makes sense. He roosts on a cedar limb in a coop and the bare spots are where the limb touches his skin. Thank you. I knew it wasn't bothering him, but could not figure out what caused it.
