I’m leaning towards a cockerel since it has an awfully large red comb. Can you get pictures of the bird standing on its own?

I think cockerel. The comb is pretty red and pretty large for 12 weeks.

He looks like a cockerel. The comb is pretty big and red for it to be a hen at 12 weeks, so he's a cockerel :3
