Barred Cochin question?

Heres a picture of the one im wondering about as is said the others are all plack and have almost all their feathers

Looks like a beautiful rooster. Cochins are known to be slow to mature, so depending on age the lack of crowing could be perfectly normal. I had a Faverolles cockerel that didn't crow until 9 months old :/
