I have three Barred Rock Cockerels that are around the same age as my other crowing roosters and they still don't crow. They are cocks for sure, sickles, saddle, and hackle feathers all in order. My other Barred Rocks where bought as adults, so I never actually saw them grow. My four month old Buff Orpington also doesn't crow. I could get pictures of them so you can see that they are cocks.

I believe you that they are roosters, some roos just take longer to learn to crow than others. They can start crowing anywhere from a couple weeks to a few months old.

The Barred Rocks are around 3 months old, but I have a Famoye (Or however you spell it) cockerel who's 7 weeks old and he's just crowing away. The Orpington is almost an adult and he isn't either, I guess it does take longer for some!

I only have BR hens, but I've had Sex Link, Orpington, EE, and Wyandotte roos. Each had their own time, but my EE, Sex Link, and Wyandotte were quick to figure out crowing. The Orpington took over a year before I heard a crow.
