Barred rock pullet or roo?

I have 2 barred rocks.I have raised them since they were 1 week old.Today they are 13 weeks old.I know that 1 is a roo as he is crowing now.He developed his comb already and wattle.Earlobes are even getting long and red.Now the supposed 2nd rock is doing the same minus crowing & earlobes.Is she truely a she???

My concern was brought about when I noticed the 2 having state offs .Both with ruffled neck feathers. This is my male that crowes now.

No...he’s just a slower grower. But no female would have those tail feathers, that comb and wattles, or that vibrant red at this age.
