Looks like a cockerel.

Pullets shouldn't have that much comb and wattle development at that age. Plus, the pullets are generally darker in color than the males.
 
I'm a newbie, but my 2 cents says cockerel, for all the reasons stated above, plus the light color/lack of dark pigment on the legs.
 
I have 11 BR hens, some of them look exactly like yours. they are five month old now, only a few of them started to lay.
 
I'd say this is one of those cockerels that will lay eggs.
 
You said almost 3 months old, which would mean about 11 weeks old or so. I never have a hen with a huge comb like that in this breed at that age. Here is a pair of BR sisters at 12 weeks old for comparison. If yours is a pullet, she's got the biggest comb and wattles I've ever seen on one that age.

I've always thought he was a cockerel, since he was tiny! Howeverr I have had my doubts lately since my dominant hen has turned roo and and my cockerel Henry (the light one) doesn't seem to be displaying roo traits.

p.s you are correct they are all 11 weeks as of Sunday
