Barred rock rooster or hen?

I'm thinking rooster that has yet to develop full hackle or saddle feathers, the stance and body shape is very rooster like, I hope I'm wrong

Just wanted to add a few more pictures. I was wondering if maybe it was standing the way it is. (cockerel style) to try to assert dominance over the younger chickens in the coop with it?
This is my chihuahua in the coop with it. LOL My chihuahua is not a little chihuahua she is a bit larger than a normal chihuahua so that shows about how large Chicken Jane is. (that is the name we have picked) I hope it doesn't turn to Chicken John... if it does he will go back to the farm. My friend said if it turns into a roo or just doesn't work out she will take him back so he will have a good home no matter what but I hope he is a Hen not a roo for the sake of I want all roos since I don't think my neighbors would like the cock a doodle doo-ing in the morning. LOL

so for sure a rooster that at 6am he made sure to let they whole neighborhood know he is a rooster. Over and over and over again. LOUDLY. LOL

So Chicken Jane has been renamed Rooster John and is going back to the farm to trade for a FOR SURE hen. :O)
