I'm in a city, and could only have quiet docile breeds as well.
I recommend getting a variety (maybe 30% more than you "need"), and sell the ones that don't work out. 
I had an EE that was a real screamer. I had a cochin, a silkie, and 2 Salmon Faverolles that were loud, skittish and flighty, and they're all known for being quiet little angles. They have new homes now.
I now have a mixed bag. My BR's are quiet, and one is very friendly. I never hear a peep from my SLW or my Cuckoo Marans. Even my leghorn is calm and quiet. Black Australorp was a loud chick, but is a quiet pullet. My Blue Wyandottes and my EE are chatty, but not loud.
In short, individuals vary greatly. You'll probably get an odd rooster in the mix too, which we never plan on happening. Just plan on some not working out, allow yourself to order a few extra, and go from there. Craigslist is your friend.
