I have been breeding True Blue Whitings, trying to get to solid BBS. will I get consistent BBS if I breed BBS, even though their parents may not have been?

No guarantees.
TBW come in about any color/pattern right?
They can easily be carrying recessive genes that can pop up when matched with others that carry the same recessive genes.
BBS should be on extended black which can hide a lot of things so they can pop up soon or be carried for generations and then pop up.
Continue breeding your solid BBS and you can eventually get there. I'd stay away from breeding anything with any other color or leakage.
If you do start getting things popping up your best bet would be segregate and test breed. Its a pain but in the long run saves a lot of headaches.

A lot has happened over the years! Here are pics of my current rooster Black Birchen and his Sire, a Blue Birchen. My hens are now a beautiful, dark blue! Still, a work in progress.

I’ve worked on the Dark Blue, BBS feather coloring.
