Beak Trimming Help

One of my new chicks has an issue with the beak. They are 3 weeks old. She is way smaller and I noticed that her beak stays open.

It seems the upper and lower are the same size.

Do I trim the top or bottom? I originally thought the bottom but then I read the bottom is slightly longer so thrn that brings me to the top? Looking at the beaks it seems the top goes over the bottom which is why I thought to trim the bottom.

Please post some pictures of this. Please also include a picture of the chicks in the brooder.
 
I will try to get a close up--its not easy because they move around so much.

If you can get someone to hold her and get a clear photo of the beak that would be helpful, but if the top is overhanging the bottom, then you would trim the top.

Just a very small amount, you may get by with filing it. A chick that young, I would suspect some type of deformity, so you really need to inspect the beak well before you do any trimming.

The chick does not look that much smaller than the others. Does she seem to have a hard time eating or drinking at all? Have you watched her eat/drink and checked her crop to see if it's full at night (she's filling her crop)?
 
I keep the food and water on the deep side, so I do believe she is getting that. I did notice one time that she took water and it kind of came out instead of going in--hard to explain.

She acts completely normal, I do think she sleeps a little bit more. I haven't turned the heat lamp off because I don't think she is ready--the rest are.
