He is from a neighboring county of mine, this is the first I'm hearing of him! I think he was trying to deliver his speech in a Jim Traficant style/manner!

Stark County is the county south of Akron, Home to the Pro Football Hall of Fame.

Minerva is a small (~4000 people) village in the SE corner of the county. It's not a bad place to live.
