My reasoning is as follows: at 7 weeks old the comb is quite pink/red and very well developed and also note in picture #1 that waddles, that flap of skin from neck to lower beak, are already forming. A pullet doesn't start to develop waddles until she's getting close to sexual maturity.

There isn't any yet, but this one is an ee and may not develop much of wattles.Check the chin of your suspect (looking for waddle development). This is a good age to catch that 'tell'.
