No, I wouldn't.
Imagine an uncooked rice stuck in tiny quails crop. Choke.

got it. I don't want to use pine shavings because i have heard of it causing spayed leg on the little feet of the buttons.
is sand absorbent enough?

I use paper towels for the first week for my button quail babies. Then I switch to pine shavings. My babies that are hatched by their mom use pine shavings from day one on. They have no issues. None have had splayed leg.

I know someone else on here keeps indoor quail on top of dirt that has worms living in it, like a bioactive reptile enclosure. You should try and find that thread.
