Best temperature that they can go out for the day?

Birds feather faster without heat and extra warmth.Thats why when birds molt they say not to provide heat lamps during winter,because it will cause them to slow down because it’s warm and the cooler they the faster their body will grow feathers back so they can be warm again.

Past few days, I've been taking them out in the 80s F weather.
Here's what the weather is going to be like for the next 10 days:

Warm enough for them every day on that chart. Just keep everybody out of the rain, wet chicks are the saddest thing ever invented. But those temps are just fine, especially since they have Mouse.
Nothing is amiss, not sure why your mom wants them to be driving age before they get to go be chickens?

Because last year we put the chicks out right away and despite Mouse raising them, we lost them all within 1 week.

Nope. She actually went into a depression after she lost them and refused to eat so we had to force her to eat and drink.

Were they loose or in a run? Would she be ok with them being in a protected pen?
Surely there has to be something that would be suitable. Keeping them inside for that long may not be a realistic plan.

Because last year we put the chicks out right away and despite Mouse raising them, we lost them all within 1 week.

Ok, that is totally fixable if your mom will be a bit.more lenient.
Even if you aren't crafty or have much money a PVC pipe tractor can be fully assembled in less than an hour and would cost around 50 dollars on the high end of estimation.
Top and sides netted or plastic fence covered all netting or fencing securely zip tied to the frame the bottom open for exercise and foraging.
Mouse and the kids get to see daylight and they're safe and sound.
Not healthy to keep them confined for very long, changes.their mentality. Nobody enjoys a crazy chicken.
