I have two adult silky Indian fantails that seem to be a pair and for a week now they have been breeding but one will breed and then the one that was breed will get on top and breed the other

Sounds Like Two Males . For What It Is Worth Do Not Mate Two Silkies Togather You Will Produce Porcupine Feathers . What They Will Look Like A Bird With No Feathers Just Stems .
 
LL is right about not mating two silkies together because of possible genetic feathering problems. It is not at all unusual for some hens to "top" their mates. As a matter of fact it is fairly common with some of my roller pairs.
 
It looks like they couldn't decide who was boss.
I once saw Porkupine bird it looked weird without it feathers
I never knew fantails could have a silkie gene
