I'm thinking you're looking for Coturnix, those are the meat birds of the quails.

Yes, the coturnix have many perks, their size is just one of them. The georgia giant bobwhites are supposed to be fairly big as well, but being bobwhites you might need a permit to have them.

My opinion is the Butler bobwwhite or maybe the Georgia Giant bobwhite. They get up to around 18 ounces.

The largest natural quail is the mountain quail. It has not been tampered with by man.
