They don't usually molt for their first fall/winter. If this bird is over a year old, then she could be molting, but it looks pretty extreme on this poor girl. Give her lots and lots of protein to get those feathers grown back in.

She's probably bald right now due to an extreme molt then. Give her lots and lots of protein, and those feathers should start growing back in soon.
