Black Australorp rooster

We have a black Australorp rooster that I thought was molting but he’s looked this way for about 3 months now. Any clue what’s going on with him?

The white feathers look like soft downy feathers. Almost like chick feathers. I’ve watched them for hours at a time and never see him getting picked on. He is the only rooster and the girls are very docile. Every time he comes around them, they automatically squat. He is a very dominant guy
