Black Copper Maran Male or Female?

This chick is a black copper maran. It is 3 weeks old. Do you think it's a male or female? The bird looks dirty. I just cleaned the box and the birds got a little crazy fluttering and scratching. Messy little buggers.

Please i'm not certain at all and i'm not very knowlegable on chickens (YET...) but I think it's a roo?
The comb seems to be developing at a young age...
But maybe you should wait a while...
