That chick is sick or cold or both and there is definitely something wrong with its eye(s).

Healthy chicks do not peep that much. They peep, but it's sort of a muted, sleepy-sounding thing. Have you tried moving the heat lamp closer? Your chicks all appear to be huddled under it.

I agree, she is not walking normally either. I don't know much about vitamin deficiencies though so I can't comment on that

OP, do you use electrolytes in your chick water at all?
