Sorry I haven't been on much today, but it does look like a small prolapsed vent. Preparation H (witchhazel) or honey can be applied to it to reduce swelling. You can try pushing it back inside with a gloved finger, and holding it there for a few minutes. Sometimes these chicks don't make it, but sometimes they do.
