Which is a higher priority when your evaluating birds. Improving vigor or size? If both needed work which would you select for first?

Rude good health and vigor should ALWAYS come first; they are the sound foundation upon which everything else is built. Besides, you improve their health/vigor and you will most likely see an increase in size.

Health and vigor are as related to management as they are too genetics.

Also bigger, healthier chicks.
The parent stock must be fit & healthy and have good nutrition or you may well see birth defects as well.
In breeding can also cause birth defects, regardless of good nutriton.

Maybe it was a poor choice of words on my part. Im talking quickly out of the egg, quick to feather out etc whats what I meant by vigor. Is that correct?

There sure are alot of organizations especially in Virginia raising these birds.
Note: You will have to ask each breeder what flavour of Dorking they have, I did not take the time to cross referrence each breeder's bird flavours There are so many!
