Right now I am eating all of my quail eggs due to the lack of incubator.  I boil for 2-3 minutes, let sit in hot water covered for 4-5 minutes, then shock in ice water for 2 minutes.  I hated peeling them until I began to ALWAYS start at the large end of the egg.  If there is any air-pocket, it will be there.  This gives you a chance to get into the shell before getting into the egg.  Once you are under that pesky membrane its smooth sailing.
Also, I recommend letting the eggs sit in the fridge for a few days.  I will typically boil once a week.  That makes a few eggs a little tough to peel, but the older ones are a frickin breeze!
