Yes, I agree it is a RIR, though not excellent quality. (or maybe the baby feathering is throwing me off.) Looking back on it I suppose Hazel (the pullet in the photo) is about 7 weeks, so much younger, but you get the idea. Though her baby feathering is a bit light, this is what she turned out as:

If the barred rock is 12-13 weeks old, I'm guessing she's a hen.
