Brahma not feathering...

I have a 4 week old buff Brahma that isn't changing from baby fluff to feathers. All of the others it's age are almost fully feathered. So I have no idea what's going on. It's also lost most of it's leg feathers.

Any ideas? I want to move them outside but can't with her like this.

I doubt it all the others have their feathers and she the boss. Plus she's got all the rest if her down...

Could be that he has mites. I'm also thinking it's a "he" ?

I did check but didn't see anything... And wouldn't the others have them?

Some are less bothered by them, kind of like people and mosquitoes?
Is the skin red?
