Breed and gender?

Production Reds "hatchery Rhode Island Reds", not convinced they are both pullets. How old? One has quite a bit of comb and the other has heavier legs. If they over 14-16 weeks you've likely got pullets, otherwise don't be surprised if at least one crows.
 
On the majority, if not all my breeds there are major differences between comb and waddle, size and color by 12 weeks. So I would expect more of both color and size especially on straight comb breeds by 12 weeks.

Nothing is set in stone. Their feathers have yet to really grow in the saddle area......

I'm still guessing pullets. I have had a late bloomer suddenly start showing boy signs around that age, but usually by 8 weeks we are able to discern them. And I have also had a thick legged girl that kept us guessing when we learning the differences between cockerel and pullets especially of different breeds.
