Based on his coloring, yes I think he is male. He's got white barring over his other colors, but the underlying pattern of black breast with gold & red in other places is a male-specific pattern (colors like Black Breasted Red show it clearly without the white barring.)
I am not sure he looks like a pure Cream Legbar. I would expect an overall lighter color, with more white barring, on a Cream Legbar male. But regardless of whether he is a Cream Legbar, or a Legbar-mix EE or OE, yes his coloring means he is male.
