Agree with @Goosebaby that the bill color doesn't look abnormal - to me, it looks like it may have started darker and is becoming lighter, probably heading toward an orange shade. I raise Pilgrims and the females of this breed typically hatch with bills that are very dark, with a lighter tip that's pinkish. The bill gradually lightens in color as the gosling grows, and will become orange-y when mature.
