Looks like a Mille Fleur d'Uccle with a massive comb.

It’s a Mille fleur d’uccle rooster, he’s just hatchery quality

Millie Fleur d'Uccle if its feather legged.

His Skull shape and eye color also point to d’Uccle I think. Pretty sure I see foot feathers peeking out from under him too
