I think your boy may be too young.
I have a cockerel that is 20ish weeks and still isn’t mating my pullets. They are a little younger (will be 18 weeks in a few days) and they aren’t laying. He’s either a gentleman or hasn’t figured it out yet

he does wing dance them but they just run around him and move onpoor guy.

Let him grow up. Unlike 'cougars' mature hens generally have disdain for teenagers.

thats what I’m planning on doing. I too think he’s too young. I just misinterpreted the date he hatched with another clutch that just turned 20 weeks.
