Unfortunately gender can't be determined based just on this picture. Neither is a drake with distinct nuptial plumage. Voice sexing will be your best bet. I think the white one is a white layer, not a pekin. The light one might be a buff. I really don't think either is a runner of any color variety.

I’m with quackie mama on this one, maybe the unknown breed is an Orpington? If the lady thinks both of them are pekins, I wouldn’t trust her with the gender either.
