I am new to raising chickens I live in Wisconsin its very cold right now I have a flock of 20 new layers leghorns and ri reds when is it safe to put them outside their 7 weeks and fully feathered
 
Put them out a bit each day, gradually building it up. You don't want them out for long, though. If it's sunny, put them in the sun, that'll help. Exactly how cold is it? Are they in an unheated shed or something now? You need to VERY gradually acclimatise them. If they're already in their coop, just open the door and let them go in and out. You'll find they probably won't go out.
 
I don't have an answer, but I am should it is pretty cold in Wisconsion in January. Likely single digits on the fahrenheit scale or maybe even below zero.
