Bright red butts...what causes this??

My rooster has a 4" diameter red spot around his vent. The skin is textured like cauliflower. It looks painful! It is not hot. Help! Don't see any bugs on him, it isn't a wound.
 
Naked Chicken skin is almost ALWAYS bright red.

Any chicken skin that is exposed to the elements turns bright red.

If you have bugs, then DE is not going to do a lick of good. It is only a preventative and does not treat an active infestation. You will need to look into an insecticide.

He still has a lot of his feathers on his bottom so the butt isn't completely exposed. The skin is very textured. Any idea what is causing that? I sprayed for mites, lice and have been putting Blue Kote on him twice a day. Also dusted the area. Will completely clean and spray the coop/nests hopefully this weekend. The gals had a few lice on them but their skin is fine. Didn't see any bugs on Red the Rooster.
