Brinsea Mini Advance Question?

I am looking into buying a Brinsea Mini Advance Incubator and came across one on ebay. The description kinda confuses me though.

This Auction is for a:

Brinsea Mini Advance Autoturn Egg Incubator.

This item is new.

When plugged in the fan will start and stop and the screen does not turn on, it is not tested further.

It sounds like its faulty with that description it might still be under guarantee but if not I don't know how easy they are to fix.
