Brooder design

I'm contemplating brooder designs for the spring. This past year, we used a plastic bin in our guest bathroom. Since we don't want to give up our bathroom again, we are planning a more "permanent" brooder set up in our basement. I've got a basic wooden frame built (it will be 24 inches by 48 inches when done), but no sides. I'm considering chicken wire and plastic around the outside, or hardboard and insulation behind it, but not sure which is more efficient heat-wise and cost-wise.

PS- We're in CT too. Did not like that October snow...
