Brooder for 20 chicks? Now it has turned to 30!

I have been finding mine are choosing to use my lower one at night and my higher one in the day. I am only running one thermometer right now, and that is on my higher one. This morning it said 97 (way high for some of my older chicks) but all but 4 were under the one that should be hotter than that as it is one link lower.
