What is the smallest area that 12 to 15 chicks can be in until I either get a brooder or my coop done.
I'm hoping 2 to 3 weeks.

How old are the chicks? We used a stryofoam cooler for 13 chicks right after they hatched for 1 week till their brooder got built. here is a pic of it.

See if you can find, borrow, beg a 5' diameter children's wading pool. They would hold your chicks fine, are easy to clean and cheap or free if you get lucky. I surround mine with a 4' tall dog x-pen but cardboard would work also.
