A few have mentioned that given enough space and good low hiding spots, the quails go broody more often. Oh and also a solid floor. I have all of those factors in my coup and 2 of my quails have gone broody at different times. My dog unfortunately took out the first one. But 2 broody quails in a year and I don't have many of them only 7.

Aww hehehe!! Does she tidbit the crumbles for them? I had a hen hatch in an aviary and she ignored the crumbles and would frantically search for bugs, there weren't many in the aviary for all of those chicks for a prolonged period of time and she seemed to start losing interest in them a few days later so I didn't risk it and raised them the rest myself

4 days she hatched 3 but 1 of them passed
