1. Your "rooster" is a hen. You can tell by the comb and lack of pointy hackle feathers. If you could post a picture of her tail, I'm positive that we could further confirm that it's a hen. Are you going to let her hatch? How long has she been collecting eggs? Are the fertile (do you have a rooster)? If there is a chance of them hatching, and she's been collecting eggs for more than a couple of days, I'd start fresh. Collect fertile eggs from the rest of your flock, mark them, take the ones she's on already and put the marked eggs under her. Check her nest every day and remove any unmarked eggs. That will help prevent a staggered hatch.

2. Yes, some chickens do crow. Generally it's the roosters, but sometimes a hen will, too. Usually as she gets older and has ovarian issues. Both roosters and hens (or pullets and cockerels if under a year old) are chickens . :)
