I'm gonna say they're definitely pullets. I could tell my BO was a roo around 3 weeks, confirmed by 5 weeks. Here's a pic of him at 7 1/2 weeks... Much younger than yours and SUPER easy to see he's a roo.
For comparison here is my BO pullet, also 7 1/2 weeks. Not the best pic but as you can see they look completely different, even at that age. She looks much more like yours.
