Building an incubator for quail eggs: HELP ME

Hello all! I am looking for wisdom on building an incubator out of an ice chest (like a solid one not the fluffy styro) for hatching quail. I have seen these threads but I am wondering if I need to adjust anything based on location or components for quail?

I am at 4000ft elevation so I was wondering how many air vents I should include in construction, what humidity level I should have, and if I need to adjust temp at all?

Also as far as the actual build goes I have a wafer thermostat(assembly), 2 25w bulbs with ceramic sockets, 1 cooler/ice chest dimensions approximately W20" x L13" x D11". The one essential thing I still need is a computer fan (maybe 2 for more oxygen flow??). I was wondering if I should get a direct connection CPU fan OR an AC fan???

Please reply and share your wisdom if you have any experience building an ice chest incubator, have hatched quail at 3000ft+ elevation, or anything in between :)
Also taking advice on DYI quail brooders!
 
I have hatched them right up the hill at 6400' , and I'm I think it's a good bit moister where you are (our humidity bounces between 10% in the dry season and 30% in the freeze-melt season, which is what we have instead of proper winters), but you still might have to do what I do and sacrifice the house humidifier to stick in the room with the incubator to give it extra stability for lockdown (the last 3 days when they need to be nice and moist for hatching).

For general advice, have two+ separate temp and humidity monitors on each incubator.
