Bullying or Pecking Order?

Hi, I have just introduced a frizzle to my existing flock of 4. 3 of the girls peck the frizzle if she gets too close but my pekin jumps on her and pull her feathers out! Is this a problem? The frizzle won’t come out of the laying box.
Also I think the pekin is at the bottom of the pecking order with my other girls.

She has been in a seperate pen for a week where she could see the others. I have just started opening the separating door for 5 mins while watching them.

Maybe keep her away from the feather puller and just let her mingle with the others.The feather puller won't be so aggressive if she's the new bird.

Maybe keep her with the one that isn't pecking her for a bit so she isn't alone in the introduction.

I tried putting her with my Wyandotte who doesn’t peck but they stay on opposite sides of the pen.

That's fine lol! That's actually good,if they aren't fighting then eventually they'll warm up to each other. Try feeding them close together, preferably a treat.
