Bumblefoot Won't Go Away!

I've done surgery on it twice and both times there was no plug. I just took her bandages off today and it's still so swollen!

I think I'm going to order some birdy booties (shoes that help bumblefoot) for her.

What more can I do?! Am I just operating too soon that the core/plug hasn't developed? Should I wait before operating again? I'm worried that it will do actual damage if I wait. And It's so swollen! What should I do?
