Burnt duckling webbing

I have a 3 week old Pekin and my two younger siblings were putting them in the bathtub to wash them off and they made the water too hot, causing his webbing to burn. We took him out and but him in some cold water and dried him off and we've been watching him since. We put him and our other duck in their "home" on a towel so his webbing wouldn't get irritated from the bedding we have for them. I just went to check on them and the one duck who isn't injured is stilling tuning around and walking but the other is just laying there and he's panting and you can see his heart beating very fast. Is that okay???
 
did your turn his heat off? if he is panting he will need put in a cooler area, since he is still too hot if he is panting.
do you have a photo?
is his foot blistered? or just red?
