I assume you're meaning indoor use and yes that's fine as long as the wire they walk on is very small so their feet dont fall through. Frieza what you said is insulting...you may say that you don't agree with wire cages but calling it cruel and bad for their feet is you being misinformed.
ALL my birds (quail) are on wire, never once experienced bumblefoot or any other toe issues...other than when they get scared sometimes they may tear a toenail but that's with any type of flooring that can cause that.
eta: i wil say though that button quails aren't major poopers and their little doo doos are so small that you dont really NEED to put them on wire, but if you feel that that will make life easier for you then yes its perfectly fine. I've raised several buttons on wire, as do others, it keeps them from getting poo balled up on their toes (which can dry and cause major walking issues), keeps them from getting illnesses that can be caused by eating and walking around in poo, as well as they aren't as close to their ammonia making doodies which means better respiratory systems
And omits the need for bedding except for in a house or rest area that are good to put in the pen for them to get up off the wire
