It's the umbilical. I would leave it alone for a few hours and then, if it doesn't break on it's own, break it, but make sure that you're not pulling on the chick at all when you do it.One of them is stuck to its shell by a thin, yellow, stringy thing. Maybe some membrane or its umbilical; I don't know.
I would leave some of the food scattered on the paper towels. That will help them learn to eat.
