Snakes can get through chicken wire quite easily. You'd have to use 1/4 inch hardware wire to have a near snake free guarantee, plus make sure there were NO gaps at all, anywhere. You'd need to bury wire, as well, to keep creatures from tunneling in.
Even half inch hardware wire may not keep out all snakes.
Some button quail mothers know how to take care of their chicks. Others don't. Either way, you will have a lower success rate and wilder babies with a mother raising them. This is because with hand raising them you control the environment and can watch to ensure that they are eating, drinking, etc. and help them learn how if they are not.
Also, if you have multiple adults in the pen, they may attack the babies.
